Pianeta Venere, anno 2089 dell'era terrestre, anno 72 secondo il nuovo calendario del pianeta, inaugurato quando i primi coloni terrestri vi si sono trasferiti in seguito a un mutamento delle condizioni ambientali tale da rendere possibile la vita umana. Venere è diviso in due grandi nazioni, Aphrodia e Ishtal, che sono entrate in conflitto. L'esercito della prima, per contrastare le forze di invasione nemiche, decide di contrapporre ai micidiali e massicci tank di Ishtal le più leggere e manovrabili motociclette. Per guidare questi mezzi vengono reclutati i partecipanti al Rolling Game, fra cui Hiro Senoo della squadra dei Killer Commandos. Nel frattempo, la giovanissima giornalista Susan Sonntag arriva dalla Terra nella speranza di fare un grande scoop.
