In un prossimo futuro, la tecnologia ha ormai saldamente affondato le sue radici nella società.
Gli impianti cibernetici sono largamente diffusi e i robot godono delle stesse libertà degli esseri umani, e tutti sono collegati grazie al proprio Ghost attraverso i flussi dati della rete. Il maggiore Motoko Kusanagi e la Sezione di Pubblica Sicurezza 9 devono fronteggiare una lotta continua contro la nuova generazione di terroristi tecnologici e di cyber-hacker. Ma le cose prendono una piega diversa quando Motoko viene coinvolta in un caso che coinvolge un hacker soprannominato Fire Starter!
A causa sua, Motoko finirà col tuffarsi sempre più profondamente nella realtà senza limiti della rete…
